The BRC and its members introduce Codes of Practice to further enhance the safety of children’s halloween costumes

London, 2017-Oct-18 — /EPR Retail News/ — The BRC and its members have introduced two voluntary Codes of Practice which exceed the current testing standard, to further enhance the safety of children’s dress-up costumes.

The terrible accident involving Claudia Winkleman’s daughter in 2014 and the subsequent media coverage focussed attention on what were seen as failings to the existing Toy Safety Standard for the flammability of children’s dress-up costumes. Against this backdrop, the BRC and its members agreed the need for a more robust flammability test and worked together with UK laboratories to develop one that could be adopted quickly and ensure that products sold were safer.

The resulting BRC test standard for flammability, endorsed by RoSPA, The National Fire Chiefs Council, Bedfordshire and Luton Fire and Rescue Service and the Children’s Burns Trust, has since been reinforced with the more stringent requirement of a maximum burn rate of 10mm/minute – an improvement of 300 per cent over the existing 30mm/minute standard. This is just one of the many stricter requirements introduced in the last 12 months.

David Bolton, Head of Product Safety at the BRC said:

“We have led the way in developing guidance and tools to help all companies, not just our members, test products to a standard above current regulations to give their customers the reassurances they rightly demand. First introduced in 2016, we continue to review and refine it to ensure it is robust and add to a company’s own due diligence process. We have also been working with BSI to encourage Europe to adopt our standard.

“Whilst this is a valuable tool for all companies, we are still recommending that the UK Government and EU authorities revisit the legislation to ensure all products on the market are effectively regulated to reflect the hazards presented by today’s style of costumes, including the fabrics and finishes used.”

Paul M Fuller CBE QFSM, Chief Fire Officer, Bedfordshire Fire and Rescue Service said:

“We fully endorse the two Codes of Practice developed by the BRC and its members, which go further than the mandatory regulations in putting children’s welfare and safety first.  Retailers have considered the potential risk and vulnerability of children and rightly made the voluntary decision to go beyond the current testing standard to ensure the dress-up products they sell are safer.”

“The number of incidents of burns involving clothing, for example a child’s fancy-dress costume, is thankfully relatively low – but when it does happen it is catastrophic. We continue to support the work of the Government and the BSI (British Standard Institute) in increasing the flammability standards of children’s clothes in particular and are grateful to the British Retail Consortium for the developments in their Code of Practice.”

Meijer expects 20% increase in shoppers taking advantage of early Halloween savings and hunting

Meijer sees increased interest as weekend Halloween won’t happen again until 2020

GRAND RAPIDS, Mich., 2015-10-9 — /EPR Retail News/ — Midwestern retailer Meijer is seeing as much as a 20 percent increase in shoppers taking advantage of Halloween savings and hunting earlier for decorations, candy and costumes this year, according to Peter Whitsett, executive vice president of merchandising and marketing.

“The next time Halloween will be celebrated on the weekend won’t be until 2020, so we’re seeing enthusiastic shoppers making it more of seasonal experience by planning their trick-or-treating, haunted house visits and unforgettable parties throughout October,” Whitsett said. “We know that more parents are decorating their homes and even dressing up with their kids, so we look forward to providing everything families need for their weekend festivities.”

Meijer aggressively expanded its selection in kids licensed costumes, adult costume accessories and animated home decorations this year to help shoppers maximize their Halloween experience. Whitsett said that nearly half will decorate their home, more than two-thirds of all celebrants will wear a costume and more than 157 million people are planning to celebrate and throw or attend parties.

The average person will spend $75 this Halloween on indoor and outdoor décor, costumes and candy, and nearly 70 million people plan on passing out candy. Total spending on Halloween will reach $6.9 billion, according to the National Retail Federation.

Top costume trends for this season include:

  • Adults: Customizable costumes with hoodies, masks, hats, wigs and other accessories.
  • Boys: Star Wars, Teenage Ninja Mutant Turtles and superhero muscle costumes from the Avengers continue to be most popular. About 70 percent of all boys’ costumes purchased are licensed products.

MINNEAPOLIS, 2014-9-8 — /EPR Retail News/ — It should come as no surprise that Chris March — renowned costume designer and reality TV alum — is scarily serious about Halloween costumes. So for the second year in a row, he’s created a collection of Big Fun Halloween wigs for Target. New this year: he’s added a few accessories to the mix. Escapade fancy dress will be unveiling hundreds of new and unique costumes on the Escapade.co.uk site. The huge increase in stock is just in time for Halloween and will see Escapade reveal their widest ever selection of Halloween costumes in their 28 year history.

Escapade, fancy dress suppliers, has arranged that every time England wins a game of football during the 2010 World Cup, there will be a special discount in price for all the fancy dress costumes.

If England should beat the United States of America, Escapade will offer a discount of 5% from 10am the following day of the match that is valid for 24 hours. This will continue for each of the matches that follow, so if England went on to be victorious against Algeria then the discount will increase to 7.5% for the from 10 am the following day for 24 hours, right up to a 35% discount should England fans prayers be answered and England should reach the final and win.

The World Cup discount is however only for those who are in the know about the deal. Customers will first have to sign up to a mailing list available on the Escapade site or become a fan of Escapade’s Facebook page. A voucher code will then be sent to everyone who has registered at 10am the day after each England victory, so customers will be able to celebrate the evening away, and then make use of their discount for the next 24 hours.

From there, customers will have the choice of many fancy dress outfits, Halloween costumes and kids fancy dress.
